I usually start by hand-sketching a stage or layout, on paper or software. Comments and notes are handwritten at this stage.
The design then enters the documentation stage, where all the details are accounted for to help the artists better understand the assets needed and give the programmers a clear scenario to put into code.
After closely communicating with the other team members and providing additional illustrations as well as small art assets, the final look of the stage is ready for testing and debugging.
